Should I cut off some branches? I feel like that’s the only way to open her up.
I would but you should have to main branches. Keep them remove the suckers (extra heads)
If the plant is strong you can leave 4 heads the 2 main plus 2 extra.
Note if you have flowers / peppers on the main stem keep them. Just remove the sucker branches

(Cut any shoots that look out of place. Pepper stems typically form a “Y” shape and sometimes produce little branches (suckers) between this “Y” that steal some of the vital nutrients away. Put on gloves and gently cut the ripe peppers off of the plant to ensure that more grow in its place.):
