Its bacteria growth. I have it every grow. My unit is two years old and some of that has permanently stained parts of the unit. I suspect some isopropyl and hard scrubbing would get it off. Just make sure both sides of the lid are clean when your cleaning. Soak in vinegar water to clean

I assume I would be doing this after the end of my plant cycle?

Yup. If it builds up bad you can wipe it off gently at early stages. Later in growth you wont be able too

I would think you would have brown spots on leaves if #5 wasn’t dispensing
