Yes it is legal. I live in Michigan. You can buy CBD in the grocery stores, video stores, party stores, smoke shops etc…
In march 2019 it was stated that any CBD derived from marijuana couldn’t be regulated unless over 0.3%
I haven’t checked recently but Michigan law is changing often to take away restrictions, they say in another year we can finally purchase cannabis. I have bought lollipops at the store with 10% CBD if that helps (without a license).

As I know, cbd oil is a really good med, especialy in cases with terrible pain. So, that’s great that it is legal in this state.
