Flowering Period in recipes

Hello growers,
I have a question that maybe it’s obvious but still confusing. You know how when you look up for strain recipes, they tell you how long is the flowering period for a specific strain? Does that flowering period includes the transition time that Grobo has (2 weeks)? Meaning, does that flowering period start with transition? Asking because besides Grobo, in general the transition period is not necessarily mentioned by other growers.

Week 1 of transition is week 1 of flower. There are two light modes for cannabis. Veg and flower. Timing cycles are what differentiate it
