Can someone help identify this grow light?

Can someone help me identify what type of grow light I have. Also this is my first year starting seedlings. How long is it supposed to me on. What distance from the seeds. And where should the grow light be placed in my house, outside? Please help. I’m novice to this.

Looks similar to a hydro (HPS) lamp with a incandescent or sodium light bulb.
